William Franklin Rouse, Jr. (Billy) departed this life March 20, 2026 at St. Mary's Hospital after a brief illness. He was born December 4, 1966. Billy is predeceased by his parents William Franklin Rouse (Franky) and Shirley Moubray Rouse and grandparents George V. Moubray, Jr. and Nora Elizabeth Wolfrey Moubray. He is survived by two sisters, Cheryl Hattorf and Leigh (Cookie) Armstrong (David). Several nieces and nephews, Sara Collins (Brett), Amy Armstrong, Travis Hattorf and Taylor Armstrong (Genna) along with a great niece and great nephew. Services have not yet been determined.
